TIJ reported the Crime Congress on the advancement of the 2nd ACCPCJ
“ASEAN Conference on Crime Prevention and Criminal Justice (ACCPCJ) provides a timely platform for us to learn from one another the recent dynamics of crimes and crime prevention efforts at the regional level and how multi-sectoral collaboration model can contribute towards innovative solutions to these problems,”
stated Dr. Phiset Sa-ardyen, Executive Director of Thailand Institute of Justice (TIJ), during the opening remarks in the online ancillary meeting on “Cross-sectoral collaboration for crime prevention: experience from the ASEAN Conference on Crime Prevention and Criminal Justice (ACCPCJ)” on 9 March 2021 at The 14th United Nations Congress on Crime Prevention and Criminal Justice (Crime Congress) in Kyoto, Japan.
With the collaboration of ASEAN Senior Law Officials Meeting (ASLOM), Senior Officials Meeting on Transnational Crime (SOMTC), Senior Officials Committee for the ASEAN Socio-Cultural Community (SOCA), policy makers, practitioners, and academia in the field of the justice system, the ACCPCJ meeting was established as a platform to share perspectives, experiences, and good practices among Member States, to enhance legal collaboration on transnational crime prevention and criminal justice system, and to support the sustainable advancement of ASEAN community, in line with Sustainable Development Goal 16: Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels and Sustainable Development Goal 17: Strengthen the means of implementation and revitalize the global partnership for sustainable development.
In this ancillary meeting at the Crime Congress, the speakers discussed the progress of the collaboration in ASEAN on crime prevention and criminal justice, which is the outcome of the 2nd ACCPCJ in February 2020, and agreed that there are currently many dimensions of challenges in crime prevention and criminal justice, especially when the world is facing the Covid-19 pandemic situation, people need to keep distance and rely more on technology to communicate and live their lives, resulting in more transnational and borderless organized crime online. Therefore, collaboration from all sectors in exchanging information, knowledge, empirical evidence, and good practices is vital.
In addition, Professor Wisit Wisitsora-At, Permanent Secretary for Justice and ASLOM leader of Thailand, shared his view that the ACCPCJ is a consultative platform which will be a role model on collaboration for other countries. It is considered a good movement; however, further work needs to be carried out for the future benefits.
Mr. Yoshimitsu Yamauchi, Assistant Vice-Minister of Justice, Japan, mentioned that he hoped such regional meetings be organized regularly and the Japanese government is ready to strengthen the relationship and cooperation with ASEAN in crime prevention and criminal justice.
In this ancillary meeting, the speakers consisted of Mdm Zuraini Sharbawi, Solicitor-General, Attorney General's Chambers Representative from Brunei ASLOM, Professor Wisit Wisitsora-At, Permanent Secretary for Justice and ASLOM Leader of Thailand, Mr. Yoshimitsu Yamauchi, Assistant Vice-Minister of Justice, Japan, Mr. Sovannasam Un, Director of Legal Services & Agreement Directorate, ASEAN Secretariat, and Mr.Julien Garsany, Deputy Regional Representative for Southeast Asia and the Pacific, UNODC. The meeting was moderated by Mr. Vongthep Arthakaivalvatee, Special Advisor of TIJ.
