TIJ Hosted the 2nd ACCPCJ, Led ASEAN to the Culture of Prevention for a Collaborative and Innovative Justice for All
Crime prevention and criminal justice are essential to the ASEAN community. Concerning the current situation where the world has been disrupted by technological development, a new type of crime that challenges the economic and social stability in the ASEAN region emerged. Under the purview of the ASEAN Senior Law Officials Meeting (ASLOM), the Thailand Institute of Justice (TIJ) organized the 2nd ACCPCJ on 27-28 February 2020 at the Swissotel Bangkok Ratchada. The conference was held under the theme "Promoting the ASEAN Culture of Prevention for a Collaborative and Innovative Justice for All" and highlighted on the prevention of Cyber Crime.
In this regard, Her Royal Highness Princess Bajrakitiyabha Narendira Debyavati presided over the opening ceremony of the 2nd ACCPCJ on 27 February 2020 and remarked that
"Cybercrime has continued to evolve in its forms and complexity, as evidenced by numerous cases of online sexual exploitation of children, and economic fraud, for example. With the increasing internet speed and pervasion in ASEAN Member States, this sophisticated form of crime poses greater risk to our populations at an alarming rate. Therefore, effective upstream preventive policies are needed to provide them with an immune system to such risk. We need to strengthen partnership and multi-stakeholder collaboration in order to tackle cybercrime in an integrated manner."
The 2nd ACCPCJ was attended by Member States and relevant sectorial bodies within the ASEAN including the ASLOM, the Senior Officials Meeting on Transnational Crime (SOMTC), the ASEAN Socio-Cultural Community (SOCA). The conference allowed policymakers, practitioners, and scholars, to exchange views, experiences, and best practices and to promote cooperation in crime prevention and criminal justice toward the sustainable ASEAN community.
"The rate of cybercrime goes up constantly these few years. Criminals are searching for gaps and apply new technologies to commit crimes. Hence, cybercrime is becoming an essential issue that requires international cooperation to settle,"
said Prof. Dr.Kittipong Kittayarak, the Executive Director of the Thailand Institute of Justice (TIJ). He pointed out that
"the 2nd ACCPCJ will help promote awareness and deepen understanding of cybercrime in the ASEAN region. It is also the only forum where senior ASEAN leaders and various judicial sectors join hands to share ideas and experiences in preventing and tackling such problems."
The meeting comprised of 2 panels, including “Promoting the ASEAN Culture of Prevention for a Collaborative and Innovative Justice for All” and “Cybercrime Challenges in the ASEAN Region.” There were also breakout sessions grouped into three clusters:
Cluster I: Culture of Prevention
- Promoting Prevention through a Culture of Good Governance and Respect
- Promoting Prevention through a Culture of Peace and Moderation
Cluster II: Law and Justice
- International Cooperation in Criminal Matters
- National Legislative Framework
Cluster III: Innovation and Collaboration
- Promoting Capacity Building through Partnership
- Opportunities and Challenges of Industry 4.0
Moreover, TIJ also organized the TIJ Youth Forum in parallel with the conference on 25-29 February to strengthen the role of the young generation in the ASEAN region in judicial issues management.
Selected youths from across the ASEAN region, together with experts from around the world, discussed social problems in a theme consistent with the ACCPCJ, especially in the field of cybercrime. Without borders, youths and experts exchanged ideas to solve significant problems in society by using Design Thinking as well as anticipate future problems with the Foresight Design Thinking method and figure out the prevention strategy.
The outcome of the 2nd ACCPCJ will be presented to relevant sectorial bodies of ASEAN with a view to enhance collaboration to better address the issues of cybercrime.
