TIJ hosts the 4th Bangkok Rules Training for Senior Correctional Officers from ASEAN
The number of women imprisoned around the world has spiked, while prisons were built by men and for men. Correction institutes, hence, have the responsibility to manage a prison to adequately and effectively respond to the special needs of women. The implementation of the Bangkok Rules is one of the practical ways to help resolve the problems.
Since 2015, the Thailand Institute of Justice (TIJ) as a designated organization to drive the implementation of the Bangkok Rules, have been closely coordinating with international experts and practitioners related to the correction management to develop a training course for correction officers in Thailand and ASEAN region. The course aims to equip capacity and understanding of bringing the international standard to local practice. There are 3-badges of correction officers finished the course since its inception in 2016.
This year, the TIJ organizes the 4th Bangkok Rules Training for Senior Correctional Officers from ASEAN between 19-29 November in Bangkok. The course covers essential issues indicated in the Bangkok Rules; the prison management of gender-specific needs of women, admission, registration and allocation, hygiene and healthcare, pregnant women and women with infants, safety and security, pre-release procedures.
The course provides attendees opportunities to on-site visits and observes the Chonburi Prison, the Pattaya Prison, the House of Blessing Foundation, and the Ayutthaya Prison, which are implementing the Bangkok Rules. Moreover, they are going to participate in the process of making an action plan to apply the Bangkok Rules for each country prison system practically.

“This training course aims to elevate the capacity of ASEAN correctional officers in protecting the rights of women and managing the gender-specific needs of women in prison. Our successful indicator of the course can be seen when other correction institutes domestically and internationally send their officers to attend the course. And this August, we have made concrete progress by signed the Memorandum of Understanding with the Directorate General of Prisons (DGP) of Cambodia for “the Model Prison Project: A Pilot Project on the Implementation of the Bangkok Rules in Cambodia 2019-2020,” to implement the Bangkok Rules in the CC2 prison, the largest prison in Cambodia.”
Prof. Dr. Kittipong Kittayarak, Executive Director of the TIJ, said.
Ms. Chontit Cheunurah, Head of the Implementation of the Bangkok Rules and Treatment of Offenders Program (IBR) of the TIJ, said that
“this training course is the most comprehensive course of the implementation of the Bangkok Rules in prison management. It offers interactive and participatory activities for attendees. With regional specific case studies, group discussion, and on-site visits, the participants would understand and hence, be able to design, plan, and work out how to effectively implement the Bangkok Rules in their prisons.”
